Performance framework to bound govt operations


Windhoek In an effort to improve on its performance, accountability and transparency in its dealings with the public, the government has tasked the National Planning Commission (NPC) to develop the Integrated National Performance Framework. The spokesperson of the NPC, Fillemon Nangonya, said the monitoring and evaluation manual and plan of the framework are already in place and the Integrated National Performance Framework is with Cabinet for approval and endorsement. “The document describes how the government gives life to the culture of high performance and accountability introduced by his Excellency President Hage Geingob,” said Nangonya. As part of the broader monitoring and evaluation system the framework calls for the monitoring and evaluation of especially performance measurement and reporting tools throughout the government programme cycle. This is in an effort to strengthen the effectiveness, efficiency and accountability of government operations, he explained. “It also promotes learning, thus improving the quality of the government service offering and ultimately leading to the creation of the kind of society that Namibia envisions,” said Nangonya. The framework’s slogan ‘deliver results’ is a reflection of the shift in mindset from business as usual to execution that enhances government to bring about the intended benefits for the country’s citizens, he added. “It is a call to arms that takes a practical, whole-of-government approach to applying monitoring and evaluation tools and techniques to help measure and deliver the results owed to the Namibian people,” Nangonya added. He also said the framework is applicable to all offices, ministries, agencies and local authorities. As a result, it will serve as a guide to development partners, the business community and civil society organisations in their engagement with government. “Therefore, monitoring and evaluation will be institutionalised throughout government, and progress towards the achievement of government targets will be tracked to improve performance and accountability in the delivery of services and results for the benefit of all Namibians,” added the NPC spokesperson.
