Civil Servants Suspected of 'Sabotage' - Shifeta
"By Anna Ingwafa OSHAKATI Deputy Minister of Youth, National Service, Sport and Culture Pohamba Shifeta says there is suspicion that some civil servants are there to sabotage efficient running of the government for the political benefit of the parties of their choice and then turn around to criticize Government. Pohamba was speaking at Oshakati at an opening ceremony of the annual plenary meeting of the Directorate of Youth Development. He said there are persistent delays in providing services to the regions and that some of the officials could be deliberately slowing down services. He stated that delayed services are experienced not only in his ministry but most government offices. He said this year's plenary meeting would look at how his ministry would implement capital projects. According to Shifeta, money meant on capital projects has in the past reverted back to treasury because of failure to implement projects. This denied development and services to the people who needed them most. He called on officials from his ministry to stop coming late to work and to render services to the people. Oshakati Mayor Katrina Shimbulu and former mayor of Oshakati Engelbert Ashipala urged the youth to refrain from negative influences like crime, drugs and baby dumping. Ashipala said young people must concentrate on education in order to have a bright future. Acting Youth Director Patrick Haingura stressed that the objective of the plenary meeting was for the youth directorate to look at empowerment. ""No matter how ambitious, talented or self-disciplined you are, at some point it becomes necessary to involve other people in achieving results and building effective productivity. Empowerment is the creation of a motivational climate that releases power, resources and responsibility to each team member to foster maximum involvement, commitment and desired results,"" said Haingura The plenary meeting will also look at how the division would increase productivity, with more effort on induction of team members to know organizational policies, strategic plans and goals as well overall operational system, procedures and processes work. Ministry of Youth National Service, Sport and Culture Permanent Secretary Peingodjambi Shipoh is expected to explain the strategic plan of the ministry. Youths from all the regions and Peace Corps Volunteers from USA and Japan are attending the meeting. The meeting will end on Friday. "
