2015-10-15Staff Report 2 Windhoek Health and Social Services Permanent Secretary Andrew Ndishishi is expected to leave the ministry this month and join the Office of the Prime Minister next month, authoritative sources told New Era. The transfer is said to be the result of the allegedly acrimonious working relationship between Ndishishi and health minister Dr Bernhard Haufiku. Prime Minister Saara Kuugongelwa-Amadhila would not deny of confirm the reports of Ndishishi’s transfer when contacted for comment this week. “Government redeploys staff members as part of its personnel management policy. Any such redeployments are announced to the public. This office will notify the public whenever such developments take place in line with this policy,” the prime minister said. Although Kuugongelwa-Amadhila was non-committal on the subject, health officials, who spoke on condition of anonymity, are adamant that the move is on for Ndishishi. It is not clear what position Ndishishi would occupy at the prime minister’s office, given that the role of permanent secretary in that office is currently occupied by Nangula Mbako. New Era is informed that Dr Andreas Mwoombola, who was employed in the ministry as a nurse in the past, is tipped to take over from Ndishishi as permanent secretary. He previously served as the chief of nursing services in the health ministry between 1994 and 1997 before moving to the private sector. After the redeployment and appointment of new permanent secretaries in July Ndishishi was one of only five who kept their positions. The prime minister at the time said the redeployment of some accounting officers should not be taken as a demotion or promotion for any of them. She also added that the deployment and redeployment of officers were not done because of perceived differences between ministers and their accounting officers, nor were they prompted by perceived corruption amongst some permanent secretaries. 2015-10-15Staff Report 2
