2015-03-16Staff Report 2 WINDHOEK – The National Youth Service (NYS) board members were requested to work in line with the government’s performance management system (PMS) to ensure service is delivered in all its programmes. This request was made by Jerry Ekandjo the Minister of Youth, National Service, Sport and Culture last week on Thursday at the swearing-in ceremony of new NYS board members. Ekandjo said: “The PMS should be synchronized with the expected key performance indicators of ministers that will culminate in the governance agreement between the minster and the board, then cascaded down to the executive and management’s performance agreement.” The message follows recent urgings by the President-elect Dr Hage Geingob outlining the key performance indicator (KPI) for ministers and the new Cabinet, by which ministers will be expected to do an induction course meant to serve as a mentorship for both experienced and inexperienced ministers who will be forming the next Cabinet. At the occasion the chairperson of NYS Mandela Kapere said the NYS aims at offering skills training strongly aligned to national development objectives. “However in order to attain that NYS requires significant investment to be made to upscale existing infrastructure that will propel it to recruit more young Namibians into the service with consideration to address budgetary shortfalls,” stated Kapere. He added that the NYS must also in the foreseeable future ensure development programmes for the young from all social backgrounds. With regard to the challenges continuously faced by the youth, Ekandjo encouraged the new appointees to empower the youth to participate in the social and economic development of the country as it has done in the past. Furthermore, he said, NYS may not be the final solution to challenges but it should be strengthened into a viable catalyst for realization of the dreams and aspirations of the youth.
