Ruacana Town Council celebrates 10th anniversary
2015-08-03Staff Report 2 Oshifo The Minister of Education, Arts and Culture, Katrina Hanse-Himarwa says Ruacana’s excellent growth and service delivery should serve as an inspiration to other struggling local authorities where in-house fighting has trumped the urgency of addressing the needs of local residents. In a speech read on her behalf by the Deputy Minister of Education, Arts and Culture, Ester Anna Nghipondoka, the minister commended the Ruacana Town Council’s achievements in service delivery over the 10 years since Ruacana was elevated to a village council in 2005 and later to a town council in 2010. “… A journey of 10 years is not long if you look at the timeframe, but the achievements of this young town, in terms of service delivery, are commendable,” Hanse-Himarwa remarked. The remarks were made at a gala dinner at the town’s community hall on Saturday when the council celebrated its 10th anniversary as a local authority over the weekend. Hanse-Himarwa recognised that it was not an easy journey, but sensitising and raising awareness among the community played a vital role in transforming and improving the mind-set of the people about the existence of the local authority, the importance of paying rates and taxes, as well as owning property. Hanse-Himarwa therefore urged local authorities to commit themselves to the tasks at hand and to ensure the required services are delivered to the people, despite the challenges. In addition, Hanse-Himarwa said the wellbeing and improvement of the lives of the people, socially and economically, should top the agenda when delivering the required services. “And when we talk about the people, we are talking about their wellbeing. Socially and economically, how are they managing? Do they have food? Do they have access to quality healthcare and education? Do they have jobs?” Hanse-Himarwa highlighted the importance of taking care of the inhabitants and commended the council as the best performing local authority in the 2014/15 financial year in the country. She further congratulated the council for achieving the goals and key objectives that were highlighted in consultation with the council’s stakeholders. In addition, the minister also applauded the council for extending basic services, such as water outside their jurisdiction after observing that there are people who travel long distances to fetch water within the town boundaries. 2015-08-03Staff Report 2
