Windhoek’s beggars by-law laughable


The City of Windhoek, if it is going ahead with implementing its by-law to fine street beggars N$500, should construct a new prison facility to accommodate these offenders as they will not be in a position to pay the N$500 fine since they can’t even buy food. Our correctional facilities are already full, our courts can’t even handle current demands on the judiciary, then they should also recruit correctional officers to look after them, not talking about the budget for food and health. At the end this would lead to radicalisation of these innocent souls, whose only crimes are to be poor. Shame, where are we going as a country, if poverty will soon lead to imprisonment? There could be better solutions to this than the proposed fines. Chillies Lifasi Unyathi Mamili
