• Cabinet approved the recommended amendments to the National Policy on Disability of 1997.
The amendment will be published in the Government Gazette by the Prime Minister on behalf of the Vice President, in line with the National Disability Council Act, Act 26 of 2004. Cabinet further approved the Costed Implementation Action Plan for the revised policy. The Office of the Prime Minister and the Public Service Commission have been co-opted as stakeholders in the implementation of this action plan.
• Cabinet received and noted the report on the President’s introductory visits to Angola, Botswana, Mozambique, Zambia, Zimbabwe and the Democratic Republic of Tanzania.
Cabinet directed relevant ministries, offices and agencies to engage with their counterparts in these countries, namely Ministry of International Relations and Cooperation; Ministry of Agriculture, Water, Fisheries and Land Reform; Ministry of Finance and Public Enterprises; Ministry of Mines and Energy; Ministry of Works and Transport; Ministry of Education, Arts and Culture, Youth, Innovation and Sport; Office of the Attorney General and the Namibia Investment Promotion and Development Board.
• Cabinet took note of Namibia’s participation in the 4th Africa Health Exhibition and Conference held from 24-27 June 2025 in Cairo.
It noted the recommendations and proposed action plan for implementation by the Ministry of Health and Social Services in collaboration with relevant stakeholders. Additionally, Cabinet supported the Ministry of Health and Social Services to mobilise resources for the proposed initiatives. It further endorsed the strengthening of the Namibia Medicines Regulatory Council (NMRC), including increasing its staff complement to improve operational efficiency. Cabinet noted the status of the draft Memorandum of Understanding (MoU) on cooperation in health and medicine between Namibia and India.
Cabinet granted approval for the Ministry of Health and Social Services to sign the MoU during the State visit of the Prime Minister of India to Windhoek on 9 July 2025.
• Cabinet took note of the upcoming Southern African Development Community (SADC) Public Services Commission Forum to be held in Windhoek from 14 to 16 July 2025.
The Forum serves as a platform for SADC public service commissions to collaborate and share best practices, strengthen public service delivery across the region and present a unified voice in continental and international engagements.
• Cabinet took note of India’s invitation for Namibia to join the Global Biofuels Alliance, a G20 initiative.
The Alliance aims at accelerating global biofuel adoption, advancing technology and developing international biofuel standards and promoting sustainable biofuels and serves as a knowledge hub.
• Cabinet approved the signing of an MoU with India for the establishment of the Namibia-India Entrepreneurship Development Centre.
Cabinet took note of and endorsed the MoU on cooperation in priority areas of agriculture between Namibia and India. The Minister of Agriculture, Water, Fisheries and Land Reform will sign the MoU with the Indian counterpart in due course.
•Cabinet noted and endorsed the MoU on cultural cooperation between Namibia and India.
The Minister of Education, Arts and Culture, Youth, Innovation and Sport will sign the MoU at an appropriate time.
