Zambezi Regional Council corruption case heads to High Court

KATIMA MULILO – The corruption case involving six employees of the Zambezi Regional Council has been transferred from the Katima Mulilo Regional Court to the Oshakati High Court for a pre-trial hearing on 15 October 2025.

During their brief court appearance on Friday in the Zambezi Regional Court, the accused were informed by the court, presided over by Assistant Magistrate Elizabeth Malumo, that their case had been transferred to the Oshakati High Court following a directive from the Prosecutor General’s Office.

The accused face charges of contravening certain sections of the Anti-Corruption Commission (ACC) Act 8 of 2003, which include, among others, corruptly using office for self-gratification to the value of over N$4 million, linked to capital projects in the Kongola constituency, as well as conspiracy to commit offences.

The case was provisionally withdrawn by Magistrate Clara Mwilima in the Katima Mulilo Regional Court last year.

Ndopu is charged alongside the regional director for planning and rural development Beaven Walubita, deputy director for planning and rural development Cletius Mubita, chief development planner Daniel Mbala, deputy director for administration Abraham Shikoyeni and chief accountant Nimrod Lichela.

They were released on bail of N$50 000 each late last year, which was later refunded to them following the provisional withdrawal of the case in October 2024.

All six accused were warned to appear in the Oshakati High Court. -Nampa
