Cleophas Mutjavikua was born on September 13, 1963 at Okakarara.

He has been governor of Erongo Region since 2010.

Education
He holds a Master’s Degree in Public Policy and Administration from UNAM and the Institute of Social Studies in The Hague, the Netherlands. He holds a National Diploma in Industrial Relations from the Cape Town-based Institute of Administration and Commerce (IAC). He also has an Executive Management Development Programme Certificate from the University of Stellenbosch Business School (USB).
He further attained a Management Development Programme Certificate from the Global School of Business (GSB) and an Industrial Relations Development Programme Certificate from USB, as well as a Certificate in Storemanship from the Institute of Materials Handling and is currently undertaking an LLM in Economics through the University of London.

Career
A former assistant teacher, mine storeman, general secretary of the Mineworkers Union (MUN), manager of industrial relations at the City of Windhoek, strategic executive for human resources at the City of Windhoek, managing director at Labour Investment Holdings, national treasurer of the National Union of Namibian Workers (NUNW), chairman of the Meat Board of Namibia, chairman of the Agricultural Control Board, chairman of Sanlam Investment Management, director and chairman of the RCC tender board, director of NAMMIC Financial Services, director of Namsov Community Trust Ovanhu, Twafika Fishing Enterprises, Namibia Custom Smelters, Weatherly Mining Namibia and Prime Health.

Investment promotion, agriculture and livestock farming.
