CoW learns from Otjiwarongo

Moses Matyayi, the chief executive officer of the City of Windhoek (CoW), led a staff team on a one-day benchmarking visit to the Otjiwarongo Municipality (MUN) earlier today, demonstrating the city’s continued dedication to innovation and continual improvement.

Gaining important knowledge about Otjiwarongo’s existing records process flow system was the aim of this tour. To improve the City of Windhoek’s own document management and operational procedures, Windhoek looks to observe and analyse the municipality’s strategy in order to pinpoint areas for improvement and best practices.

“CoW is a learning institution dedicated to capacity building and operational excellence. Benchmarking with other organizations—large or small—ensures continuous growth and improvement,” said Matyayi.

Otjiwarongo Acting CEO Gotlieb Nghinongelwa explained that their records management framework was adopted through a twinning agreement with Heusden Municipality in the Netherlands. This strategic partnership has helped Otjiwarongo address key administrative challenges related to records management.

Beyond records management, the two municipalities maintain an active cooperation agreement, fostering collaboration in areas such as human resource development and capacity building. These actions underline the shared goal of increasing local governance and service deliver.
