Cabinet Briefs - Cabinet Decisions of the 18th Decision-Making meeting held on 24 October 2023

1. Report on Namibia’s participation at the 3rd Ordinary Southern African Science Service Centre for Climate Change and Adaptive Land Management (Sasscal), held in Luanda, Angola, on 19 September 2023. 

(Submitted by the Minister of Agriculture, Water and Land Reform)

 

1.1 Cabinet took note and endorsed the resolutions of the 3rd Ordinary Sasscal in the following thematic areas:

(i) Completion of the ratification of Sasscal Treaty;

(ii) Regular financial contribution from member states;

(iii) Funding for the long-term maintenance of Sasscal automatic weather stations;

(iv) Contribution to Sasscal offices;

(v) Germany’s non-attendance of council meetings;

(vi) Withdrawal of membership by the Republic of South Africa; and

(vii) Election of new chair and deputy chairperson of the Council of Ministers.

 

1.2 Cabinet took note that Namibia has been elected as the deputy chairperson of the Council of Ministers of Sasscal.

 

2. Agreement between the Ministry of Sport, Youth and National Service and Cadilu Fishing (Proprietary) Limited. 

(Submitted by the Minister of Sport, Youth and National Service)

 

2.1 Cabinet authorised the Minister of Sport, Youth and National Service to sign an agreement with Cadilu Fishing (Proprietary) Limited in sport development programmes for primary schools, and for the implementation of the Real Madrid Foundation Programme; and

 

2.2 Cabinet further authorised the Ministry of Sport, Youth and National Service to transmit the agreement document through established channels to Cadilu Fishing (Pty) Limited.

 

3. 2022/2023: Annual financial statements for the Government Institutions’ Pension Fund (GIPF)

(Submitted by the Prime Minister)

 

Cabinet took note of the 2022/2023 annual report for the Government Institutions’ Pension Fund (GIPF) and directed the minister of Finance and Public Enterprises to continue monitoring the performance of GIPF to ensure that the State exposure to the fund is optimally managed.

 

4. 2021/2022: Annual report of the Public Service Commission

(Submitted by the Prime Minister)

 

Cabinet took note of the annual report for the Public Service Commission, and authorised the Prime Minister to table the said report in the National Assembly.

 

5. Public Gatherings and Demonstrations Bill, 2023

(Submitted by the Minister of Home Affairs, Immigration, Safety and Security)

 

Cabinet approved, in principle, the Public Gatherings and Demonstrations Bill, 2023, and referred it to the Cabinet Committee on Legislation (CCL) for further scrutiny before its tabling in the National Assembly.

 

6. Identification and Protection of Critical Infrastructure Bill, 2023

(Submitted by the Minister of Home Affairs, Immigration, Safety and Security)

 

Cabinet approved, in principle, the Identification and Protection of Critical Infrastructure Bill, 2023 and referred it to the Cabinet Committee on Legislation (CCL) for further scrutiny, before its tabling in the National Assembly.
