NamPost clarifies changes to grant payments

NamPost has issued a public clarification to address uncertainties surrounding the implementation of the National Social Welfare Cash Grant payments, which will be facilitated through NamPost’s nationwide Post Office branches and mobile teams beginning in October 2025.

The State-owned postal and financial services provider confirmed that the new payment model only applies to recipients who currently receive their grants in cash and does not include those receiving grants via banks or other financial institutions.

In a statement released by Gladwin Groenewaldt, Manager of Marketing and Corporate at NamPost, the company emphasised that operational preparations are in their final stages, including the upgrade of payment systems to support both in-branch and mobile transactions.

“NamPost is committed to enhancing access and convenience. Our mobile teams will reach even the most remote areas, ensuring that no grant recipient is left behind,” said Groenewaldt.

He added that, during the second phase, starting early in 2026, NamPost, in collaboration with the Ministry of Finance (MoF), will provide beneficiaries with the option to migrate to a Digital Grant Account, which will be Instant Payment Systems (IPS) ready, enabled with biometrics authentication, and fully compliant with banking regulations.

This account allows account holders to access insurance, savings, and loan products. This digital grant account will be sponsored by the MoF to ensure cash grant recipients don’t incur any costs after this migration. Moreover, consultations with the Bank of Namibia are underway to ensure that all NamPost accounts are interoperable with the IPS.

To ensure security at mobile payout points, all cash deliveries will be accompanied by trained Cash-In-Transit security personnel.

To promote financial inclusion amongst cash grant beneficiaries, NamPost will execute grant administration in the following phases. During the first phase, beneficiaries will be registered on secure virtual cash grant accounts through which they will receive their monthly grants

“Grant beneficiaries should provide a national identity document or passport to register for grant payments, through the following methods: In-branch (Post Office) registration at any of NamPost’s 136 service points nationwide, which will commence in October 2025. First in-branch payment to take place in November 2025,” he said.

Early this year, the Ministry of Finance declared that NamPost will become the official provider of cash social grant payments from 1 October 2025. This transition aims to improve access and streamline payment systems nationwide, especially in rural and underserved areas.

According to the ministry, under the new arrangement, all social grant recipients residing within a town or settlement will collect their grants directly from the nearest NamPost office. Only those living beyond a five-kilometre radius of a NamPost office will continue to receive their grants through NamPost’s mobile outreach and delivery services.
