By Surihe Gaomas WINDHOEK The Anti-Corruption Commission (ACC) is close to finalizing its investigation into the case of Sackey Namugongo, the suspended deputy director of Wildlife Management, who was arrested for allegedly selling fake gambling licences. Namugongo appears to be the most senior person ever arrested by ACC agents. Last September, and following a tip-off, ACC agents swiftly pounced on Namugongo at the Hosea Kutako International Airport. The agents seized the senior civil servant and charged with fraud and forgery. At the time, Namugongo was coming from Johannesburg where he was on governmental business. The suspect allegedly sold fake gambling licences to people for amounts ranging from N$25ÃÆ’Æ‘ÀÃ…ÃÆ”šÃ‚ 000 to N$40ÃÆ’Æ‘ÀÃ…ÃÆ”šÃ‚ 000. Eight months later, Namugongo remains the only suspect in the scam. The ACC is now compiling final reports for submission to the Prosecutor-General (PG). Evidence against him is reportedly “overwhelming”. “It will be completed very soon. We are busy with submissions of recommendations to the Office of the PG. It is only then that the case will be finalized. We are done with evidence that we collected and the PG will decide whether to prosecute or not,” explained ACC director, Paulus Noa. Noa says besides Namugongo, he does not rule out the possibility that there could still be more arrests. “If the evidence that we submit incriminates any other person and the PG decides, then Mr X or Mrs X could be added to the charge. There could be other people involved,” said Noa. “So far we’ve got enough information and we strongly believe that he was involved in public sources,” added Noa. Namugongo appeared before Magistrate Kauna Shilemba on several charges of corruption, namely: fraud, forgery and uttering. The suspended deputy director of Wildlife Management in the Directorate of Parks and Wildlife Management held that position until July last year, but was later seconded from this position to work with the issuance of gambling licences – until his arrest. Namugongo is still on suspension from the Ministry of Environment and Tourism, pending the outcome of the case.
