MPs in the National Assembly are currently debating the high rate of the use and accessibility of hubbly bubbly amongst the Namibian youth. Ministers Sophia Shaningwa and Minister Katrina Hanse-Himarwa are calling for a total ban of hubbly bubbly in Namibia. Hubbly bubbly is an instrument for smoking tobacco, which is often flavoured.
