A 29-year-old resident of Windhoek, who is alleged to have trespassed into State House and reportedly found completely unclothed, made his first appearance at the Windhoek Magistrate’s Court yesterday.
The accused, Giano Seibeb is facing charges including trespassing, housebreaking with intent to commit a crime unknown to the State, and contravening section 7(b) of the Combating of the Immoral Practices Act.
The State alleges that on 30 April 2026, Seibeb unlawfully entered or was on the land or building situated at State House without the permission of the lawful occupier.
Sources claim that it is suspected that he may have entered with a delegation that was visiting State House on that specific day and he was possibly mistaken to be a member of the delegation.
It is not clear how or when he stripped off his clothes.
It is also alleged that on 29 April 2026, (a day before the State House incident), the accused in the district of Windhoek, unlawfully and intentionally broke and entered the house of a Windhoek based police officer at an unspecified location, with intent to commit a crime unknown to the State. It is also alleged that Seibeb unlawfully and intentionally exhibited himself in an indecent manner by undressing himself and being naked while in a building situated in the State House.
During the appearance yesterday, the court heard that the accused, prior to breaking into the State House, fled from a mental health facility.
Additionally, Seibeb allegedly suffers from a mental illness, hence the State’s request to postpone the matter to allow for a mental evaluation of the accused. The matter was postponed for a mental assessment to determine Seibeb’s capacity or fitness to stand trial.
Reports from media houses indicate that the accused expressed intention to plead guilty, stating that he did not wish to waste the court’s time.
The matter was postponed to 22 June 2026 for a mental evaluation of the accused.
