Cabinet decisions of 12 September 2023

Feedback on the implementation of Cabinet decisions for the period 1 October 2022 to 31 March 2023  

1. Cabinet took note of the feedback report on the implementation of Cabinet decisions for the period of 1 October 2022 to 31 March 2023.

2. Cabinet took note that all 22 respective Office/Ministries/Agencies (OMAs) engaged by the secretary to the Cabinet have submitted their feedback reports.

3. Cabinet directed OMAs to comply with the submission due date set by the secretary to the Cabinet in order to circumvent unnecessary delays in the compilation of the consolidated Monitoring and Evaluation (M&E) report to the Cabinet.

4. Cabinet directed ministries to ensure that their respective executive directors consider and scrutinise the Monitoring and Evaluation report, and take remedial action where necessary, to ensure full implementation of Cabinet decisions.

5. Cabinet directed the specific OMAs, in collaboration with the Ministry of International Relations and Cooperation, engage the Republic of Botswana and fast track the finalisation of numerous key pending Memorandum of Understanding (MoUs)/Memoranda of Agreements (MoAs) and commitments agreed under the Botswana-Namibia Commission.

6. Cabinet directed several OMAs, in collaboration with the Ministry of International Relations and Cooperation, to engage the Republic of Zambia and fast track the implementation of pending MoUs/MoAs and commitment agreed upon at the 10th Session of the Namibia-Zambia Joint Permanent Commission of Cooperation (JPCC).

7. That Cabinet mandated the Office of the President, in collaboration with the National Planning Commission, to host periodic Cabinet retreats on the implementation of National Development Plans (NDPs) to enable the Government to keep track of the national development agenda.

8. Cabinet directed all OMAs to identify and appoint focal persons for seamless coordination of all issues related to the Bi-National Commissions and Joint Permanent Commission of Cooperation and submit the nominees to the Ministry of International Relations and Cooperation; and

9. Cabinet directed OMAs to undertake service delivery programmes and/or policy initiatives within the available budgetary provisions to enhance the implementation rate of Cabinet decisions.
