The Namibia Revenue Agency (NamRA) has noted the implementation of the upgraded ASYCUDAWorld system version 4.4.1, effective from today.
The Automated System for Customs Data (ASYCUDA) is a computerised customs management system that covers most foreign trade procedures. It handles manifests and customs declarations, along with accounting, transit and suspense procedures.
It also generates trade data that can be used for statistical economic analysis.
The upgrade introduces new features and revised procedures aligned with internal best practices, transitioning towards a paperless environment.
In terms of the current process NamRA issues stamped physical copies of the following documents for all cargo entering or leaving the port SAD 500, Assessment Notice, Release Order, Payment Receipt and Exit Note.
Going forward, for transaction involving transit, warehousing, re-importation and temporary import, physical submission of documents will no longer be required.
NamRA will only accept online submissions and will in return generate and stamp an Exit Note.
Thus, all cargo leaving the port \ land border post must present a stamped Exit Note at the gate office.
With regards to Direct Export, Ex Warehouse Export, Re-export and Temporary Export, only online declarations will be accepted, with NamRA issuing a Release Order to complete the clearance process.
Thus, all cargo entering the port must either present a Customs Release Order or a Transit Document (T1) at the incoming gate office.
“NamRA values the cooperation of all stakeholders as these changes will be implemented to support trade facilitation, efficiency and usher in a fully paperless operating environment,” a Namra spokesperson stated.
