Lucia Zizi Domingos, 30, who was arrested after she was caught with a device used to clone bank cards, was granted bail of N$5 000 in the Windhoek Magistrate’s Court yesterday.

As part of her bail conditions Domingos was ordered to report every Monday and Friday between 08hoo and 10h00 at the Windhoek Police Station charge office.

Domingos faces a charge of possession of a payment instrument with intent to defraud the lawful owner, contravening section 16 B of Act 18 of 2003. The payment instrument allows bank cards to be copied. She was apparently provided with the cloning device.

Domingos works at the Westlane Mall pharmacy, situated between Pionierspark and Rocky Crest, sources said.
Her co-accused Lukas Mupandeni Nambala, 34, faces the same charge. He was arrested on Monday and he appeared in court on Tuesday though he remains in police custody.

Domingos was arrested on July 28 and made her first appearance on July 30.

During her first appearance, the State represented by Tatelo Lusepani objected to Domingos being granted bail and asked that the matter be remanded to October 19.

“Investigations are still at a premature stage and the State fears that the accused will interfere with investigations,” Lusepani said then.

However, yesterday he informed magistrate Muchali that the circumstances had changed. He explained that as the result of Nambala’s arrest, investigations revealed the instrument came from Nambala.

Lusepani said there are fears a syndicate is involved and other shops that may have been targeted are also being investigated.

Domingos requested a reduction of bail, but the request was turned down by the magistrate.
