The Namibian Red Cross Society (NRCS) on Tuesday during the sitting of the National Assembly officially launched a handbook for parliamentarians on international humanitarian law (IHL). The purpose of the book, says Dorkas Kapembe-Haiduwa the secretary general of the NRCS, is to guide Namibian parliamentarians in their critical role in developing and passing legislation on IHL, as well as holding the executive to account for meeting Namibia’s international obligations under IHL. So far the Namibian government has agreed to eight IHL treaties including the 1949 Geneva Convention and the Anti-Personnel Mine Ban Treaty.
