Cabinet decisions were issued at the first and second meetings held on 2 February 2026 and 10 February 2026:

Report of the Cabinet Retreat Held at the Namibia Institute of Public Administration and Management from 4 to 5 December 2025

The Cabinet took note of the Report and directed various offices/ministries/agencies to act in their areas of responsibility. The retreat’s objective was to reflect comprehensively on how the executive can coordinate its work as political heads, as well as review progress, and reaffirm the government’s commitments towards transformation and results-based governance.

Request to extend the ‘repatriation of persons of Namibian descent from Botswana project’ for three years (2026-2029)

The Cabinet took note of the progress made in the repatriation programme and approved the extension of the repatriation of the persons of Namibian descent from the Botswana project for a period of three years from 2026/2027 to 2028/2029.

Namibia Ports Authority annual report

The Cabinet took note of the 2025 Integrated Annual Report of the Namibia Ports Authority (Namport) and authorised the Minister of Works and Transport to table the said report in the National Assembly. 

Request for Approval to Accelerate the Establishment of the Angola-Namibia Interconnector in Support of Namibia’s Energy Security and Industrial Development

The cabinet approved the development of the Angola-Namibia (ANNA) Project as a strategic infrastructure investment by the Ministry of Industries, Mines and Energy through NamPower.

The Cabinet further authorised the Ministry of Industries, Mines and Energy to enter an Inter-Governmental Memorandum of Understanding (IGMoU) with the Ministry of Energy of Angola related to the development of the ANNA Project to reduce the risk of delays in the project implementation.

Stakeholders’ Report on the Recently Concluded Festive Season Road Safety Campaign

The Cabinet took note of the 2025/2026 Stakeholders’ Report on the Festive Season Road Safety Campaign and approved the stakeholders’ recommendations as outlined below: i. Combined media campaigns by stakeholders to support campaign action.

ii. Stakeholders should increase funding provision to campaigns. iii. Early planning and execution of nationwide road safety campaigns should commence from January to December to save more lives and reduce injuries. iv. Additional traffic law enforcement personnel to be deployed at high-traffic areas to effectively ease congestion. v. Intensify driver education initiatives to improve fatigue management and enhance drivers’ ability to operate vehicles during rainy conditions.

vi. Conducting a nationwide robust overloading campaign for public transport targeting passengers.

vii. Introduction of body-worn cameras for traffic law enforcement officials at traffic checkpoints; and

viii. Utilisation of mobile data capturing tools/gadgets. 

Hosting of Global Water Partnership Organisation Secretariat Office

The Cabinet took note of Namibia’s successful bid to host the Global Water Partnership Organisation (GWPO) Secretariat in Windhoek and approval thereof. The Cabinet authorised the Minister of Agriculture, Fisheries, Water and Land Reform to sign the Headquarters Agreement to host the GWPO Secretariat in Windhoek.

Annual Report of the Namibia Airport Company

The Cabinet took note of the 2024/2025 Annual Report of the Namibia Airport Company (NAC) and authorised the Minister of Works and Transport to table the said Annual Report in the National Assembly. 

Annual Report of the Roads Contractor Company

The Cabinet took note of the 2022/2023 Annual Report of the Roads Contractor Company and authorised the Minister of Works and Transport to table the said Annual Report in the National Assembly.
