Cabinet decisions were issued at the first and second meetings held on 14 and 21 April 2026:
Presentation of high-level findings and recommendations of the presidential task forces on economic recovery: Housing and land recovery
Cabinet took note of the high-level findings and recommendations of the Presidential Task Forces on economic recovery, housing and land delivery and health, as well as the proposed reform and intervention frameworks as a basis for government-wide implementation, and directed offices, ministries, agencies (OMAs) to take action in their areas of responsibility, in order expedite the implementation of the recommended interventions.
Furthermore, Cabinet directed all OMAs to align their plans and programmes with the findings and recommendations of the Presidential Task Forces on economic recovery, housing and land delivery and health.
Alignment of the ministry of health and social services (health services tariffs) to the public service employees medical aid scheme (PSEMAS) and Namibia Association of Medical Aid Funds (NAMAF) tariffs
Cabinet took note of the proposed implementation approach to align the Ministry of Health and Social Services (Health Services Tariffs) to the Public Service Employees Medical Aid Scheme (PSEMAS), and Namibia Association of Medical Aid Funds (NAMAF) to ensure effective revenue management, improved administrative coordination with medical aid schemes, and long-term financial sustainability of public health facilities.
Additionally, Cabinet approved that the proposed tariff rates set at 2017 NAMAF tariffs plus 20% for the purpose of billing PSEMAS and other medical aid fund beneficiaries utilizing public health facilities and services.
Consideration of the manner in which genocide remembrance day is commemorated on 28 May each year
Cabinet approved that Genocide Remembrance Day on 28 May each year be commemorated at community level, in a manner similar to Cassinga Day and directed the Ministry of Information and Communication Technology, through government media houses to broadcast and cover appropriate programmes, stories and/or visual content on the 1904 – 1908 Genocide preceding the annual commemoration day on 28 May.
Institutional hosting of the Namibia Convention Bureau (NCB) or Meetings, Incentives, Conferences and Events (Mice) office under the Namibia Tourism Board (NTB)
Cabinet approved the transfer and institutional placement of the Namibia Convention Bureau (NCB) or Meetings, Incentives, Conferences and Events (MICE) Office under the Namibia Tourism Board (NTB), effective 1 May 2026, with government funding channelled through the Namibia Tourism Board. The Ministry of Environment, Forestry and Tourism to make budgetary provision to facilitate the transfer.
In addition, Cabinet supported the continued operationalisation of the NCB as Namibia’s central coordinating body for business tourism and MICE activities.
Locating the Namibia Convention Bureau within the Namibia Tourism Board will unlock strategic advantages which include, policy and operational alignment with national tourism promotion objectives, enhanced coordination across the tourism value chain, stronger destination branding and international market positioning, and improved operational efficiency through institutional consolidation.
Hosting of the African Union Commission (AUC) 6 Specialised Technical Committee (STC) on social development, labour and employment to be held from 27-31 July 2026 and the 15 African Regional Meeting (ARM) of the International Labour Organisation (ILO) to be held from 2- 4 December 2026, Windhoek, Namibia
Cabinet took note of the preparatory work towards the hosting of the African Union Commission (AUC) 6th Specialised Technical Committee (STC) on social development, labour and employment to be held from 27-31 July 2026, and the 15th African Regional Meeting (ARM) of the International Labour Organisation (ILO) to be held from 2-4 December 2026, Windhoek, Namibia.
Moreover, Cabinet authorised the Minister of Justice and Labour Relations to sign the host agreements for the African Union Commission (AUC) 6th Specialised Technical Committee (STC) on Social Development, Labour and Employment to be held from 27-31 July 2026, and the 15th African Regional Meeting (ARM) of the International Labour Organisation (ILO) to be held from 02-04 December 2026, Windhoek, Namibia.
Hosting both meetings will strengthen Namibia’s standing in the multilateral system, reaffirm its commitment to social justicc, and stimulate the local hospitality sector. The influx of delegates will generate direct economic benefit for the country.
