This issue is purely an administration problem caused by the pressure of the regional councillors. Because once the councillors decide/or pass a resolution it becomes a legal decision to be implemented by the chief regional officer, which he cannot defy. The issue needs the urgent attention of the minister [of urban and rural development] to address and call the councillors to order and start availing opportunity to the officials to advise them before matters are taken as resolution of the council meeting.
