The Governing Council of the Namibia Institute of Public Administration and Management (NIPAM) yesterday announced the appointment of veteran senior civil servant Andrew Ndishishi as its new executive director.

In terms of the NIPAM Act of 2010 the institution was established to function as a dedicated training and development institution for the unified public service in Namibia.

The position of executive director – which became vacant following the sacking of Prof Joseph Diescho last year – was publicly advertised and interviews of the shortlisted persons were not conclusive, as according to NIPAM, none of the interviewed persons were considered suitable for the role.

NIPAM was looking for a person who has knowledge and expertise relevant to the functions of the institution.
“With concurrence of the prime minister, the governing council is appointing Mr Andrew Ndishishi as executive director on secondment by the Office of the Prime Minister,” NIPAM confirmed in a statement yesterday.

“The appointment is effective from 1 August 2016 until the vacancy is filled. Presently Mr Ndishishi is responsible for Public Service Reforms in the Office of the Prime Minister. Besides, he has served as a permanent secretary for various offices, ministries and agencies for over 20 years,” it further said.

Mr Edwin Tjiramba previously held the post as acting NIPAM executive director on secondment by the University of Namibia.
