The youth and sport ministry has not forgotten its promise to the youth in Ohangwena to erect a sports complex at Eenhana. For the current financial year the ministry’s developmental budget made an allocation of N$6.825 million for the construction of Eenhana Sport Complex. The development budget makes provision for incremental increase over the next two financial years in the current medium term expenditure framework.
In general, although the lion’s share of the N$579.57 million allocated to Ohangwena Region for developmental purposes, would go towards the construction of roads in the region. The gravel roads are being upgraded to bitumen, while dirt roads are being upgraded to gravel roads.
Dirt roads that would be upgraded to gravel roads include the roads between Onalulango and Epembe, between Eembahu and Oshiweda, as well as the 19km dirt road between Endola and Eembo.
Also to be upgraded from dirt roads to gravel roads are the 71km dirt road between Etomba and Omundaungilo, the 32 km dirt road between Oshapapa and Epumbu, and the 9km dirt road between Onakalunga and Epinga.
The construction of a bitumen road on the stretch between Elundu and Rundu continues at a cost of N$22.25 million. So is the construction of a bitumen road between Ongenga and Oshakati. The major construction works of a bitumen road is on the stretch of road between Eenhana and Oshigambo, at a cost of N$118 million for this year alone.
Also being upgraded to bitumen standard is the 35.8km road from Oshikango to Ohengobe, going via Odibo and the road from Omafo to Ongenga leading to Outapi. Other roads under construction in the region are the Oshikango Border bypass, as well as other access roads to clinics and schools. Altogether the Ministry of Works and Transport has set aside more than N$216.3 million for roads in the region.
The Ministry of Education has set aside N$87,34 million to upgrade Oshikunde Secondary School, for a hostel and kitchen facilities at Shituwa Secondary School (at a whooping cost of N$23 million) and construction of New Vision Secondary School at Epembe.
The rest is earmarked for the erection of a circuit office and a three-bedroom house at Enyana, teachers’ houses, setting up the Ohangwena Education Directorate Offices and for the renovation of hostels at various schools in the region.
The health ministry has budgeted N$12.8 million for renovation of homes of safety and shelters, for upgrading primary health care clinics and do repair and maintenance on health facilities in the region.
The Ministry of Mines and Energy has set aside N$6.06 million for rural electrification programme.
The Ministry of Safety and Security will set up a police station at Ongha and construct police accommodation for officers in the region, especially those at border posts; at a budget of nearly N$32 million.
Home Affairs is constructing a regional office at Ohangwena at a cost of N$1.75 million.
The trade and industrialisation ministry is set on implementing a special industrialisation programme in the region at a cost of N$20 million, as well as overseeing the export processing zone development at a cost of N$19 million.
Servicing of infrastructure is also on the budget, with the Ministry of Rural and Urban Development setting aside nearly N$57 million for installation of services at Ondobe, Omungwelume, Ongenga, Ogha, Endola and Omungwelume.
Further the third phase in the construction of basic service infrastructures at Helao Nafidi and Eenhana, as well as the fifth phase for Okongo are ongoing.
The agriculture ministry would spend around N$91 million on a livestock management programme, animal and plant health inspections at border posts, boosting beef value-chain development in the region, water management, as well on other infrastructure such as veterinary clinics, grain storages, office space and accommodation for officials.
