WALVIS BAY – An RDP councillor in Usakos, Daniel Stramis, 37, was arrested and appeared in court on allegations he raped a minor girl.
Stramis allegedly raped a 13-year-old girl on several occassions.
He was arrested on Monday last week and appeared in court last Wednesday.
His arrest followed the exposure of the alleged sexual relationship the councillor had with the 13-year-old schoolgirl at the town.
Stramis who was denied bail last week Monday during his first appearance is accused of engaging in a sexual relationship with the minor for quite some time.
His arrest was confirmed on Friday by the crime investigations coordinator for the Namibian Police in Erongo Region, Deputy Commissioner Otillie Kashuupulwa who said the relationship was discovered by the grandmother of the minor earlier this month.
“The grandmother who stays with girl noticed some changes in her behaviour. After observing her for some time the grandmother decided to confront the minor,” Kashuupulwa explained on Friday.
She said the minor after being confronted, confessed to her grandmother she was having a sexual relationship with the councillor.
According to Kashuupulwa the grandmother then opened a case of rape and the minor was also taken for medical tests that revealed or confirmed that penetrative sex had indeed taken place.
The minor who resides in the Hakhaseb location a few kilometres from town also said the councillor allegedly would pick her up and they would drive to the councillor’s house where penetrative sex reportedly took place.
Stramis was denied bail during his first appearance and will make a second appearance on November 27.
