By Kuvee Kangueehi Windhoek Swapo Party members have been called upon to submit proposals to amend its constitution. At a press briefing yesterday, the Secretary for Information and Mobilisation, Netumbo Nandi-Ndaitwah, said the proposals must be done through regional structures and be submitted to the office of the secretary general by next week Friday. Ndaitwah said the invitation for proposals is a Central Committee decision that was taken at its just ended meeting last week in Windhoek. One of the proposals being tossed around is the equal representation of men and women at the forthcoming party congress. Although the last Swapo Party Congress in 2002 accepted the equal representation resolution, the constitution is yet to be amended. Ndaitwah said that the Central Committee also reviewed progress made in the implementation of 44 resolutions adopted at the 3rd Swapo Party Congress in 2002. The resolutions included issues relating to the strengthening of the party structures, and social and economic challenges facing the country such as unemployment, crime and gender inequality. She said there was some progress on the strengthening of the party structures, as many people had joined the party. “At one point, over 500 people joined the party in one day in the Kunene Region.” She added that the party had full control of the local authority areas and controlled 45 of the 50 local authorities. She said the Central Committee welcomed the recommendations adopted at the National Conference on Gender-Based Violence held in Windhoek from June 19 to 22 this year and called on stakeholders to ensure their full implementation. The meeting also deliberated on the current brutal killings witnessed in the country, including the disremembering of a female body. She said the meeting condemned the killings and called on law enforcement agencies to leave no stone unturned to bring the perpetrators to book. Ndaitwah said that the forthcoming Swapo congress from November 27 to 30 this year would be held under the theme “Unity and Socio-Economic Development”.
