Taxman jailed over fraudulent tax certification

The Anti-Corruption Commission (ACC) has confirmed the arrest of a Namra employee in connection with alleged corruption in the issuance of a Tax Good Standing Certificate. 

Richard Oaseb, a Tax Officer employed at the nation’s tax collection agency, was arrested on Tuesday, 16 February 2026. 

The arrest follows an investigation into allegations that a request was made to override the issuance of a Tax Good Standing Certificate to a Chinese company, Zong Mei Engineering. 

The issuance was allegedly made despite Zong Mei Engineering having outstanding tax returns and owing tax to the Receiver of Revenue. 

It is further alleged that the request to override the certificate was approved by Oaseb’s immediate supervisor on the same day, resulting in the issuance of the certificate to the company. 

It is also alleged that the offence took place on or about 9 March 2023 at Namra office in Windhoek. 

Oaseb appeared in court on Wednesday, 17 February 2026, and faces charges under Sections 43(1), (2), and (3) and Section 46 of the Anti- Corruption Act, 2003. 

He was granted bail in the amount of N$8 000 in the Windhoek Magistrate’s Court. 

The matter was postponed to 10 April 2026 to allow the accused to get legal representation. 

The commission, in a statement, states that the matter was uncovered after a due diligence exercise conducted by the Central Procurement Board of Namibia prior to the award of a contract to the company. 

It further indicated that another suspect in connection with the matter is yet to be apprehended. 

The commission reiterated its commitment to upholding integrity and transparency in all sectors, emphasising that no individual is above the law.
