Swapo candidate for the Windhoek West constituency Emma Muteka wants to bring in a rent-to-own scheme that will allow tenants renting a dwelling to buy the home within a specific period.
The 30-year-old Muteka launched her campaign document titled ‘The Windhoek West Chapter’ in the capital yesterday.
“Housing remains a challenge for our residents, particularly the youth. With rent-to-own, residents commit to renting a property for a specific period, with the option of buying it before the lease expires,” said Muteka.
In the document, Muteka said she will actively work towards the prevention and response to sexual and gender-based violence by among others encouraging and forming of community-based networks among persons of concern.
She said she will also work with partner organisations to create safe spaces for victims of SGBV and where these already exits, she will make the community more aware of them.
Muteka also said that she will initiate a campaign that will aim to train teachers, lecturers, other school and university staff, and students on SGBV once elected into office. “I will ensure that the systems are in place in schools and universities to identify and refer survivors and children who are at risk of SGBV,” said the Swapo youthful candidate.
Furthermore, Muteka said she will promote urban and modern agriculture to ensure food security among the constituency residents.
This, she said, will commence with the promotion and sensitisation of urban agriculture through backyard gardens, skills development, and seed production.
“To perfect this, I will engage stakeholders in the production, and ensure that residents are equipped with the necessary skills required for agriculture,” she said. Also, she said if elected, she will establish a socio-economic support programme that will be achieved through the creation of platforms for residents to showcase their talents.
To achieve this, Muteka said an informal market will be established accompanied by constituency market days and other economic activities for small scale residents.
