Minister of Information and Communication Technology Emma Theofelus made the following announcements on 12 November 2024 regarding the latest Cabinet decisions:
Government support required to expedite the development of the Bi-national Baynes Hydropower Project (submitted by the Minister of Mines and Energy)
Cabinet approved the Implementation Agreement between the Republic of Namibia and the Republic of Angola on the development, construction and operation of the Baynes Hydro-Power Plant; and
Cabinet authorised the Minister of Mines and Energy to sign the said agreement on behalf of the government.
List of issues concerning the third periodic report on the Convention against Torture and other Cruel, Inhuman or Degrading treatment and punishment in Namibia (submitted by Minister of Justice).
Cabinet took note that the Minister of Justice submitted the Namibian report on the list of issues in relation to the third periodic report on the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment to the UN Committee against Torture;
Cabinet directed that the request for replies to the UN Committee against Torture is disseminated to all relevant Ministries which deal with the list of issues, ensuring that multiple stakeholders are involved in the response process.
Hosting of the 2025 African Union Sports Council Region 5 Youth Games to be held in June 2025 in Windhoek, Namibia, and the appointment of the Local Organising Committee (submitted by the Minister of Sport, Youth and National Service)
Cabinet reaffirmed its earlier Decision No. 12th/01.08.23/004 to host the above-mentioned Youth Games, and authorised the Ministry of Sport, Youth and National Service to appoint the Local Organising Committee for the African Union Sports Council (AUSC) Region 5 Youth Games for one (1) year, with effect from 1 November 2024 to 31 October 2025.
Hosting of the Financial Action Task Force (FATF) International Cooperation Review Group (ICRG) Africa Joint Group Meeting in Namibia (submitted by the Minister of Finance and Public Enterprises)
Cabinet approved that Namibia host the Financial Action Task Force (FATF) Africa/Middle East Joint Group meeting in Swakopmund from 6 to 11 January 2025.
Ratification of the draft Southern African Development Community (SADC) protocol on the inter-state transfer of sentenced offenders (submitted by the Minister of Home Affairs, Immigration, Safety and Security)
A) Cabinet approved the Ratification of the Draft Southern African Development Community (SADC) Protocol on the Inter-State Transfer of Sentenced Offenders.
Electricity Control Board (ECB) annual report and audited annual statements for the year ending 31 March 2024 (submitted by the Minister of Mines and Energy)
Cabinet approved the Electricity Control Board’s 2023/2024’ annual report, and authorised the Minister of Mines and Energy to table the annual report for 2023/2024 for the year ending 31 March 2024 in the National Assembly.
