The following Cabinet decisions were issued at the first and second meetings held on 8 and 9 March 2026.
Cattle feedlot and livestock value chain hub at Farm Kehoro
Cabinet took note that the government acquired Farm Kehoro Sud No. 160 under the Land Reform Programme as a strategic agricultural asset, and approved the development of Farm Kehoro Sud No. 160 as a vertically integrated livestock value chain hub centred on commercial cattle feedlot operations. Furthermore, Cabinet approved that the farm be leased to a qualified private sector operator through a competitive process under a 25-year renewable lease agreement. Moreover, Cabinet endorsed the ministry of agriculture to oversee the transparent evaluation and selection of a suitable operator and submit the preferred operator to Cabinet for approval.
Reservation of land in the Kunene for national interest
Cabinet endorsed the reservation of the Okoutjete Gold occurrence in the Kuneneregion from prospecting and mining operations.
As a result, Cabinet authorised the minister of industries, mines and energy to publish a notice in the Government Gazette to withdraw the specified area from prospecting and mining activities. Additionally, Cabinet directed the Ministry of Home Affairs, Immigration, Safety and Security to instruct officials at the Werda gate to continuously patrol and monitor the area to discourage and deter illegal prospecting and mining activities.
Update on the recent industrial action at Nored
Cabinet took note of the recent industrial action at Northern Regional Electricity Distributor(Nored) and the operational disruptions that occurred. Cabinet approved that the industries minister, in collaboration with the Electricity Control Board (ECB) and Nored, undertake a comprehensive technical and financial assessment to determine the full investment required to stabilise, rehabilitate and expand Nored’s distribution, transmission and substation infrastructure.
Furthermore, Cabinet directed that the assessment should address the following aspects:
i) Quantify the cost of network stabilisation and expansion, including substations and transmission constraints.
ii) Identify the key drivers of outages, losses and reliability challenges.
iii) Assess the impact of required investments on electricity tariffs.
iv) Propose least-cost investment pathways to ensure reliability while maintaining affordability.
Validation workshop on the continental curriculum framework from 18 to 20 May 2026
Cabinet endorsed the request from the African Union (AU) for the Ministry of Education, Innovation, Youth, Sports, Arts and Culture to host a workshop on the Continental Curriculum Framework for Africa in Windhoek, Namibia, from 18 to 22 May 2026. Therefore, Cabinet directed the education ministry to facilitate the establishment of the local preparatory committee and make necessary budgetary provisions while engaging partners to contribute resources towards hosting the continental workshop.
