The Electoral Commission of Namibia (ECN) director of elections, Professor Paul Isaak, has clarified the position of the ECN chairperson Notemba Tjipueja.
New Era reported last week that Tjipueja could be set to replace Isaak as the director of elections.
However, Isaak was adamant that due to the amendment of Section 17 of the Electoral Act of 2014, Tjipueja was obliged to relinquish her previous position at the Namibia Standards Institution (NSI) to be eligible to be the chairperson of the ECN.
“According to the Electoral Act 2014 the full-time position of the chief electoral officer is stipulated in Section 17; the chairperson of the Commission is appointed in a full-time capacity and the other members of the Commission are appointed in a part-time capacity,” said Isaak when contacted for comment yesterday.
Speculation was rife that Tjipueja would take over Isaak’s post.
Tjipueja had resigned as legal advisor at the NSI.
Isaak was appointed as ECN director of elections in 2013. He previously lectured in philosophy at the University of Namibia and also taught at universities in Germany, USA, and Switzerland.
He started his studies in Namibia at the Lutheran Theological Seminary in Otjimbingwe and later went on to complete his post-graduate studies in California and Chicago, USA.
