National Council sessions resumed on Monday to consider several Bills referred to it by the National Assembly, including the Appropriation Bill.
Vice chairperson of the National Council Vicky Mbawo Kauma said the House will address the Roads Bill, Judiciary Amendment Bill and Public Procurement Amendment Bill.

During the opening of the 16th session of the 6th National Council, she reminded the members about their mandate to represent, legislate and carry out oversight in the interest of their constituents.

“The session marks another important step in our legislative journey. It provides us with an opportunity to scrutinise, amend and pass laws that respond to the needs of the people and strengthen our democratic foundations,” she said.
The vice chair urged lawmakers to ensure their debates are guided by the values of unity, mutual respect and a shared vision for a prosperous Namibia.

“Let us also be reminded that the strength of our democracy depends not only on the laws we pass but on the trust we earn from our people. We must continue to strengthen citizen engagement and ensure that our legislative processes are inclusive and accessible,” Kauma said.

She urged members to advocate for policies that align with national priorities, including transforming Namibia for the benefit of its citizens as outlined by President Netumbo Nandi-Ndaitwah.

“Hence, I am urging the council to deliberate and advocate for policies and programmes that will close the gap and allow inclusive participation for all in the nation’s economic activities,” she said.

The National Council welcomed new members, Kennedy Simasiku, representing the Zambezi region, and Israel Hukura, representing the Otjozondjupa region.
Simasiku, a representative of the Swapo Party, replaced John Likando, who joined the National Assembly.

 Hukura from the ruling party replaced Elder Fillipe, who joined the lower house of Parliament in March this year.
