OPUWO – Information minister Emma Theofelus yesterday launched a five-year strategic plan at Opuwo which provides a guiding framework for the ministry’s priorities in advancing Namibia’s digital transformation.
The strategic plan spans 2025 to 2030 and outlines the ministry’s commitment to five key pillars – digital infrastructure expansion, innovation and digital skills development, efficiency in service delivery, policies and legislative frameworks, and public access to information.
Speaking at the launch, Theofelus described the documents as critical in supporting progress across the ICT, media, and film sectors.
She said the plan reflects a clear roadmap for aligning national development initiatives with tangible outcomes in regional and local communities.
“Our five-year strategic plan outlines our strategic intent as we support national development initiatives.
This plan will guide our work to ensure that technology improves public service delivery, drives innovation, empowers youth, and enhances access to information for all Namibians,” said Theofelus.
The launch forms part of the ministry’s broader engagement in the Kunene Region, which includes outreach to rural ICT centres, schools, and local stakeholders.
Theofelus emphasised that the strategic plan was developed in-house without consultancy support, highlighting the dedication and expertise of the ministry’s management and staff. The minister also encouraged constructive engagement from all stakeholders present, stressing that collaboration and input from regional authorities, traditional leaders, and ICT experts are essential to successfully implement the plan.
