Investigations into the approximated N$400 million corruption and fraud at the Namibia Petroleum Corporation of Namibia (Namcor) have resulted in the addition of another accused.
Heidi Boois, a former employee of Bank Windhoek, made an appearance yesterday at the Windhoek Magistrate’s Court.
The accused, who was arrested over the weekend on suspicion of criminal involvement in the Namcor corruption and fraud saga, was added as the 12th accused by the State.
She faces charges of forgery and uttering, fraud and other counts in contravention of the Financial Intelligence Act, Anti-Corruption Act and Prevention of Organised Crime Act (POCA).
On the forgery count, the State alleges that, on 22 October 2022, the accused forged the signature of Hileni Itana on the account opening documents, including an extract from the minutes of a meeting of a board member of Quality Supplies, thus committing the crime of forgery and uttering. On the fraud count, the State alleges that the accused falsely and with intent to defraud gave out and pretended to Bank Windhoek that Hileni Itana from Quality Meat Supplies was present in the bank to open an account for the entity.
As a result, N$3.3 million was transferred from that account to the bank account of Cornelius Petrus Willemse and Panduleni Farming CC to the actual prejudice of Namcor.
The accused’s lawyer, Kadhila Amoomo, informed the court that his client was unlawfully arrested due to a defective warrant of apprehension. He stated that he will be making submissions for an application on Friday, asking for an order for the warrant to be set aside and for his client to be released on that basis.
Amoomo added that his client is a caretaker of several dependents who reside with her at her residence, and that she suffers from an acute medical condition. Therefore, he cautioned the State to be prepared, as they will be seeking dates that are close to each other because of his client’s immediate urgent circumstances. The matter was postponed to 6 February 2026 for the fixing of a formal bail application date.
