I am feeling deeply hurt and disappointed that the National Council allowed itself to play into the hands of selfish SOE heads such Tjama Tjivikua. The recent University of Science and Technology Bill passed by the National Assembly as amended by the said Council is an insult to the Namibian nation’s intelligence.

I have in my possession the motivation note of Tjama Tjivikua, which led to the amendment of the Bill by the National Council. Tjivikua was very uncomfortable with the amendments made on 19 March 2015 by the previous parliament, as those amendments could have put him on his toes. The amendments of 8 July 2015 were completely the opposite of those of 19 March 2015.

Did the National Council exercise its mind independently? If so, what a coincidence that the same amendments they made are exactly what were proposed by Tjivikua and received the blessings of the new Deputy Minister of Higher Education. Why did the Deputy Minister of Higher Education rush this important Bill to parliament in the absence of the Minister of Higher Education?

We as parliamentarians did not have the opportunity to compare and contrast the National Assembly amendments.
I would humbly request the State President of the Republic of Namibia to first and foremost study the University of Science and Technology Bill before signing it into law because it has serious negative repercussions, sub-clauses 7a and 7b and sub-clause 23(4)
