Ex-Nipam employee charged with corruption

A former employee at the Namibia Institute of Public Administration and Management (Nipam), who allegedly misled clients into depositing money into his personal bank account instead of the institution’s, appeared in court last Friday.

The accused, Katoole Ipinge (42), was arrested on 5 March 2026 for allegedly contravening sections of the Anti-Corruption Act.

He appeared in the Windhoek Magistrate’s Court last Friday before Magistrate Immanuel Sumo Udjombala.

He was formally charged with 10 counts.

The first eight charges deal with corruptly using office for gratification, and the last two with the acquisition, possession or use of proceeds of unlawful activities and its alternative, disguising the unlawful origin of property.

It is alleged that between 29 June and 11 December 2021, Ipinge allegedly misused his official position as a marketing and communication manager by providing his personal account details to Nipam clients and instructing them to deposit funds intended for the institution into his personal account for his own benefit.

According to the Anti-Corruption Commission, a total amount of N$175 200 was allegedly deposited into Ipinge’s personal account during the period in question.

For the last two counts, it is alleged that Ipinge disposed of or used the money received from Nipam’s clients.

Ipinge was granted bail in the amount of N$10 000 and his case was transferred to the Windhoek Regional Court.

The matter was then postponed to 19 March 2026.
