GOBABIS – The Right to Shelter Foundation of Namibia has announced the expulsion of Gobabis deputy mayor Dina Fillemon with effect from 5 February this year
The foundation’s head Veronia Mokaleng-Kuzeeko, informed a media briefing on Thursday that Fillemon’s expulsion stems from her controversial swearing-in last year, saying her name was erroneously entered in the Electoral Commission of Namibia (ECN) system.
“Fillemon’s expulsion was done in accordance with the Right to Shelter Foundation’s constitution and the principles of natural justice. Because her council seat was tied to her foundation membership, she also lost her positions as local councillor and deputy mayor by operation of law (Local Authorities Act of 1992),” she said.
Mokaleng-Kuzeeko noted that the foundation learned that despite her expulsion, Fillemon continued attending council’s meetings, holding herself as a councillor and deputy mayor, and engaging officials at the Omaheke governor’s office, saying that such conduct constitutes unlawful misrepresentation of authority and has no legal effect.
The foundation formally notified all relevant authorities of her expulsion, including the Gobabis Municipality and the Ministry of Urban and Rural Development, she stressed.
She added that the line ministry’s executive director, Dr Wilhelmine Shivute, was served with a written notice by the foundation’s legal practitioner.
“The Right to Shelter Foundation of Namibia dissociates itself from any representation made by Filemon after 05 February 2026 and reserves all rights to seek appropriate relief under Namibian Law,” she said.
Efforts to get a comment from Fillemon proved futile.
