The Communications Regulatory Authority of Namibia (CRAN) has appointed Josephine Shigwedha to its executive team, effective 3 February 2025. Shigwedha will assume the role of Executive: Regulatory and Corporate Legal Services.
She is an admitted legal practitioner with a Master of Laws (LLM), and has over 11 years of dedicated experience in various aspects of corporate law. Her extensive background includes five years at the senior/ executive management level, where she has consistently demonstrated a commitment to excellence in executing her responsibilities. She further serves as a non-executive director for the aviation regulator, the Namibia Civil Aviation Authority (NCAA).
In addition, she holds a B-Juris law degree and an LLB Honours degree from the University of Namibia. To further complement her legal, compliance and risk management experience, Shigwedha obtained a postgraduate certificate in Risk, Compliance and Governance Law from the University of Witwatersrand, and completed the executive development progr amme leaders h ip training at the University of Stellenbosch. She is currently enrolled for the MPhil in Business Administration with the University of Pretoria.
Her expertise encompasses regulatory compliance, legal risk management, contract management , l itigation ove r s i ght, and pol i c y formulation. This multifaceted experience equips her with substantial proficiency in licensing, enforcement, and compliance, positioning her adeptly to navigate the intricate terrain of regulatory oversight in alignment with the Communications Act (No. 8 of 2009) and relevant statutes and regulations.
In her new capacity, Shigwedha will provide guidance and strategic direction for the performance of corporate advisory services, legislative drafting and the licensing of all systems and services within the communications industry.
Furthermore, she will establish standards to ensure regulatory compl iance, facilitate dispute resolution, enforce compliance, oversee type approval and drive sector reform, all aimed at achieving the strategi c objectives and enhancing the positioning of the authority within the Information and Communication Technology (ICT) sector.
