Ngurare gets expulsion letter … SPYL NEC suspends Nekundi
2015-07-20Staff Report 2 "Windhoek The expelled Swapo Party Youth League (SPYL) secretary, Elijah Ngurare, says he “will be chilling” and not lobby central committee (CC) members to change whatever final decision is made about his future in the party. It is understood that the CC will meet on Thursday to, among others, take a final decision on whether Ngurare should be booted, as recommended by the politburo on Friday. Speaking to New Era from his home village in Kavango yesterday, Ngurare said: “I will not lobby for any support from the CC members, why should I? What is done is done.” In a letter addressed to Ngurare on Friday, titled ‘Expulsion from Swapo Party’, the Swapo secretary general Nangolo Mbumba wrote that the party’s politburo “resolved in terms of Chapter III, Article VII (10) of the Swapo Party constitution, to expel you from Swapo Party with immediate effect”. Mbumba says the decision was taken after considering the decision taken by the central committee on June 23 2013 in Swakopmund “as well as your persistent misconduct and violation of the Swapo Party constitution”. In another twist, the SPYL yesterday said its national executive committee (NEC) had resolved to “recommend the suspension of SPYL deputy secretary Veikko Nekundi with immediate effect for his consistent ‘uncomradely’ deeds, factionalism and divisive conduct”. It also resolved to recommend that the central committee expel Nekundi from Swapo. Ngurare however says that the SPYL decision to recommend the immediate suspension of Nekundi, and that the CC expel him from the party, “do not constitute retaliation in line with the decision to expel Job Amupanda, George Kambala and Dimbulukeni Nauyoma, the leaders of the Affirmative Repositioning (AR) movement”. On Friday Mbumba announced that the party’s politburo had recommended to the central committee the “summary expulsion of Ngurare from Swapo”, along with Amupanda, Kambala and Nauyoma. “Their total conduct was incompatible with that of Swapo members,” said Mbumba, adding that the four SPYL leaders had demonstrated ill discipline. Former party president Hifikepunye Pohamba and President Hage Geingob attended Friday’s highly-charged politburo meeting at the party’s national headquarters, where it was recommended that Ngurare and the three AR leaders be shown the exit door. Mbumba said the politburo decision to expel the quartet did not stem from the fact that the youths merely openly differed from the party’s elders on several occasions. “It is not the first time Swapo takes action against its members. We had the [Jesaya] Nyamu issue and others, no matter how painful it is. It was not easy but for the sake of Swapo and in memory of those who suffered for this party, it had to be done,” he said. “The issue of disruption and misbehaviour by some SPYL members started way back. We had similar cases in 2013. As much as we did not want it to come to this decision, we were left with no choice,” said Mbumba. " 2015-07-20Staff Report 2
